The PDMS is a mobility planning document, created by LOM3. It offers the possibility for AOMs in rural territories and medium-sized cities to plan, within a flexible document and a lean framework, mobility solutions for populations. It is not legally linked to other urban planning plans or documents, and cannot be set up against third parties. However, it can quite feed on the 'mobility' aspects of other planning approaches concerning the territory (PLUi, SCoT, PCAET, territory project), and conversely or in return feed these same components. The PDMS is developed over the entire territorial area of the AOM, in conjunction with the neighbouring territorial authorities. Implementing a simplified mobility plan is a voluntary approach, driven by the territory in which it will apply. It is designed to address local mobility issues, and its technical content is free. For all that, its development most often involves a common methodology, which has been the subject of a guide of the Cerema4. In addition to this methodology, and to go further in the development of these PDMS when they concern the territory of a medium-sized city, it is interesting to look at the practical specificities of the approach in these territories (Other work being devoted to the territories of small towns and rural areas5). This is the purpose of the partnership that was conducted in 2022 and 2023 between Cerema and 6 territories involved.
